USDA’s Animal and Plant Health Inspection Service (APHIS) now is requesting unsolicited packages of seed be mailed to the nearest USDA office and an online report be filed with USDA.
APHIS’ main concern is the potential introduction of harmful pests or diseases that could harm U.S. agriculture.

For mailing, place unopened seed packets and any packaging in a mailing envelope. Place any opened packets and seeds in a zip-lock bag first, seal it and then place everything in a mailing envelope.
